Comparison - Con Ed vs. Sustainable Westchester rates (Con Ed rates were lower than the ESCO in November)----COMPARISONS WILL BE POSTED ON TOWN WEBSITE THE BEGINNING OF EACH MONTH
At the beginning of every month I will post on the Greenburgh town website (www.greenburghny.com) a comparison of Con Ed rates compared to the ESCO that Greenburgh and other municipalities have signed up for. Con Ed rates fluctuate each month. Some months they will be higher than the ESCOs. Other months they will be lower.
The ESCOs rates stay the same (can't go up or down) till the end of October, 2024. During the month of November Con Ed rates were cheaper. However- that could change in the coming months.
All Greenburgh resident (and residents of the other 23 communities in Westchester that have signed on) are automatically enrolled in the ESCO unless they previously opted out or are enrolled in another ESCO. You can opt in or out any time during the life of the contract. Local governments are enrolled in the more expensive green energy program. If cost is an issue you can enroll in sustainable Westchester's non green program --another option that is less expensive.

Westchester Power Program Background
The Town of Greenburgh participates in a Community Energy Program known as Westchester Power. This electricity supply program is managed by the local nonprofit Sustainable Westchester on behalf of the 29 participating municipalities in Westchester County, procuring electricity in bulk to provide low-cost fixed rates to residents.
Residents benefit from the program through a fixed price structure that provides cost control assurance on their electric supply charges. The program also empowers the county and its residents to actively work towards a vision for a healthy and sustainable future by supporting renewable energy.
This summary is for the first month of our new rates that took effect on November 1st.
New Westchester Power Contract - November 2022 Rate Comparison
The new Westchester Power contract began in November and again offers two fixed rate options for 100% Renewable and Standard. These rates are fixed for 2 years from 11/1/2022 to 10/31/2022.

Below is an approximate electricity cost comparison for a hypothetical Greenburgh resident in November
- For a Greenburgh resident on the ConEd standard supply who consumed 500 kWh of electricity in November, that customer would have been charged roughly
$51.35 for their electric supply
- For customers enrolled in Westchester Power under the 100% Renewable fixed rate, the charge would have been roughly $76.40
- A hypothetical WP Standard user’s charge would have been $66.80
Previous Westchester Power Contract Rate Performance
The previous Westchester Power electricity supply contract was an 18-month agreement from 1/1/2021 to 6/30/2022. Here were the final average price comparison results of the Westchester Power supply vs. Con Edison:

WP 100% Renewable and Standard energy finished the contract term lower than the average Con Edison rate over the 18 months. The average Greenburgh customer with Westchester Power over this period consumed an average of 764 kWh per month. The cost for an average customer for each option would have been: $782 for Con Edison,
$679 for WP 100% Renewable, and $619 for WP Standard.
Energy Market Prices Going Forward
The market forecasts for this Winter expect prices for electricity to go substantially higher for customers. Con Edison has warned customers of surging prices for this
Winter and has already seen their rates climb at the start of December (averaging about 13.5¢/kWh through the first 5 days of the month). Again, Westchester Power rates remained fixed month-to-month regardless of market prices. Want to enroll?
- Greenburgh residents who are not currently enrolled in the program (including those who have previously opted-out of the Westchester Power electricity supply in the past) still have the ability to opt-in and participate, as the current contract price is locked in until October 31, 2024.
Want to change supply options?
- For residents already participating in the program at either the 100%
Renewable or Standard Supply fixed rates, you can change your supply option at any time. Whether you want to move into the 100% Renewable supply to maximize your clean energy impact, or switch to the Standard Supply for a better financial option, the choice is yours.
Want to opt-out of Westchester Power altogether?
- Residents participating in the program can opt-out at any point they wish with no hassle, penalty, or fees.
