It is a violation of law for any person, regardless of their age, to operate a two-wheeled bicycle within the unincorporated area of the town without wearing a bicycle helmet meeting the protective headgear standards of the American National Standards Institute (ANSI) or the Snelling Foundation.
Carrying Infants
The same ordinance prohibits a person operating a two-wheeled bicycle from carrying an infant under the age of one as a passenger by any means whatsoever. It further provides that children between the ages of one and five, when carried as passengers, be placed in a separate seat, capable of retaining the passenger in place and protecting them from the bicycle's moving parts, which is securely attached to the bicycle. Fines for offenses could be as high as fifty dollars.
