COURT ASSISTANT/ADMINISTRATOR
ANNUAL SALARY UP TO $75,000 (DOE)
GENERAL STATEMENT OF DUTIES: Under the general direction of the Town Justices, the incumbent is responsible for the administrative and management activities of the Town of Greenburgh Justice Court; does related work as required.
DISTINGUISHING FEATURES OF THE CLASS: This is a very highly responsible administrative position involving responsibility for accounts, budgeting, personnel administration, records management, methods and procedures, office services, and preparation of reports. The Court Administrator is responsible for the day-to-day administrative supervision of the Court’s financial operations which include bank reconciliation, bail refunds and bail ledger. The incumbent in this class may represent the Court in contacts with the Town Board, Police Department, Town Supervisor, District Attorney’s Office and other departments of the Town. This position differs from that of the Court Clerk in that the Court Administrator does not make entries to the Justices’ calendar, docket books, etc., nor does he/she prepare summonses. Supervision of the Court clerical staff is a responsibility of this position.
EXAMPLES OF WORK: (Illustrative only)
Manages the day-to-day administrative activities and financial operations of the Town Court
Provides operational supervision of the Court
Plans, assigns and reviews the work of the clerical staff of the Court
Implements staff performance standards and disciplinary procedures in addition to maintaining accurate personnel records and files
Develops and implements internal policies and procedures to insure the integrity of the accounting process and control of the Court’s municipal funds
Oversees the preparation and the monitoring and review of accounts payable to ensure that expenditures are made within budgetary limits
Implementation of cost and control procedures including the monitoring of expenses
Prepares the Court’s annual budget in conjunction with the Court Clerk and in accordance with the Town Board’s guidelines and objectives
Monitors and manages the receipts and collection of all Court related documents
Oversees issuance of refunds for Criminal, Civil, Traffic, Parking, etc., as appropriate
Acts as liaison between the Town Justices and Attorneys, the Town Administration and the District Attorney’s Office
Works with Justices to address all concerns of the Court
Coordinates work schedules to meet the needs of the Court
Prepares written reports for Justices and Town Board regarding statistical information based on Court Clerk’s filings
Prepares bills, vouchers, etc., for Justices signature
Use computer application software in performance of the job
REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND ATTRIBUTES: Thorough knowledge of the principles and practices of office management, organization and supervision; good knowledge of public administration as it pertains to personnel management, budgeting and financial recordkeeping; familiarity with research methods and statistics; basic knowledge of Court procedures and of legal documents; ability to make clear and accurate analysis of facts, figure, and processes; ability to become familiar with and adapt to laws, regulations, policies and practices; the ability to plan and supervise the work of others; ability to present oral and written opinions and comments clearly and concisely; ability to effectively use computer applications software; thoroughness and dependability; courtesy; tact; good judgment; reliability; physical condition commensurate with the demands of the position.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE: Possession of a Bachelor’s Degree and either (a) four (4) years of experience in an administrative or supervisory capacity in personnel administration, management, public administration, accounting, financial management or related field; or (b) possession of a Master’s Degree and three (3) years of experience as stated in (a) above; or (c) a satisfactory equivalent combination of the foregoing training and experience.

CHIEF WATER TREATMENT PLANT OPERATOR 1B
SALARY $76,525
GENERAL STATEMENT OF DUTIES: Has responsible charge for the complete and actual operation of a Type 1B Water Treatment Plant (designated capacity of over 2.5 million gallons per day); does related work as required.
DISTINGUISHING FEATURES OF THE CLASS: This is an important supervisory and technical position involving responsibility for the safe and efficient operation and maintenance of a Type 1B Water treatment Plant containing facilities for the application of chemicals to the water, such as, but not limited to chlorine compounds, chlorine dioxide, chlorine ammonia, fluoride compounds, or the process of de-chlorination. General direction is received from the appointing authority but wide leeway is allowed for planning work methods and dealing with emergency conditions. Supervision is exercised over operators, trainees, or other personnel assigned to the treatment plant.
EXAMPLES OF WORK: (Illustrative Only)
Supervises the operation of the plant to assure the most efficient and economical use of equipment, supplies and manpower;
Makes daily inspection of plant and plant machinery
Conducts periodic examinations of plant equipment and directs necessary repairs and maintenance;
Makes or supervises necessary tests for control of plant operation;
Issues instructions for the regulation of chlorinators and chemical feeders
Supervises and instructs operators, trainees, and other subordinate employees
Conducts special studies for improvement of water quality and plant operations;
Maintains inventory of supplies, chemicals and equipment
Requisitions materials;
Maintain records and prepares periodic reports on the operation of the plant
May supervise the programming, operation and maintenance of a computerized SCADA system to monitor and operate plants, booster stations, and storage and distribution facilities.
REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND ATTRIBUTES: Thorough knowledge of the practices used and equipment required in the operation and maintenance of Type 1B Water Treatment Plant containing facilities for the application of chemicals to the water, such as, but not limited to chlorine or chlorine compounds, chlorine-dioxide, chlorine ammonia, fluoride compounds, or the process of de-chlorination; good knowledge of the operations of a modern water treatment plant; good knowledge of the principles and applications of physics, chemistry and bacteriology as they relate to water purification; ability to supervise the operation and repair of pumps, valves, and related mechanical and electrical equipment; ability to make routine laboratory and field tests for control of plant operation; ability to plan and supervise the work of subordinates; mechanical aptitude; alertness and dependability; physical condition commensurate with the duties of the position.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE: Either (a) Possession of a current 1B certificate issued under the provisions of the New York State Sanitary Code; or (b) NYS Professional Engineers license, or Bachelor’s Degree in Engineering and two (2) years of operating experience at a Water Treatment plant; or (c) Associates Degree in Applied Science with a least one (1) semester course in water treatment plant operations and four (4) years operating experience at a Water Treatment Plant; or (d) Associates Degree in Applied Science and six (6) years of operating experience at a Water Treatment plant; or (e) graduation from high school or possession of an equivalency diploma and successful completion of the appropriate level water treatment operator courses and then (10) years of operating experience at a water treatment plant.

ASSISTANT CIVIL ENGINEER
SALARY $52,443 - $86,628
GENERAL STATEMENT OF DUTIES: Performs professional engineering work; does related work as required.
DISTINGUISHING FEATURES OF THE CLASS: Under the general supervision of a higher level engineer, this position involves responsibility for performing work concerned with the design, planning, estimating and supervision of construction of highways and their related structures, sewers, storm drains, water mains. An engineer at this level is responsible for various projects on an independent basis. Only policy decision or highly difficult engineering problems are referred to the Town or other professional Engineer directing the work of such an employee. An incumbent in this position may supervise a lower level engineer and/or sub-professional technical and/or clerical employees.
EXAMPLES OF WORK: (Illustrative Only)
Prepares or assists in the preparation of designs for roads, culverts, storm sewers, retaining walls, structures, and/or other public works projects.
Prepares or assists in the preparation of plans, estimates and specifications for projects assigned, describes location and specifies particular materials in order to satisfactorily and economically perform the function desired.
Writes material for detailed specifications
Supervises the inspection of construction to see that work conforms with plans and specifications, and interprets design and specifications for contractors
Computes and prepares estimates of payments to contractors, both partial and final, and prepares progress reports.
Confers with superior on various engineering and technical problems
May use various computer applications including computer assisted design programs in performing work assignments
REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND ATTRIBUTES: Good knowledge of civil engineering including route surveying and designing, use of curves and earthworks, and mass diagramming; good knowledge of materials selection for roadway surfaces and the treatment of existing surfaces; good knowledge of the practices of specification writing; good knowledge of construction estimation, including relative cost of materials and their useful life; skill in the design of roadways and related structures and/or in the design of sewer, storm drains, and water mains; skill in figuring engineering computations; ability to effectively use various computer applications including computer assisted design programs; ability to get along well with others and to deal effectively with contractors; accuracy; reliability; resourcefulness; sound professional judgment; physical condition commensurate with the demands of the position.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE: Either: (a) A Bachelor’s Degree in Civil Engineering, Construction Engineering or closely related field, and two (2) years of field and office experience in civil engineering which must have involved construction of highways, sanitary sewers, storm drains, water mains or other public works projects; or (b)A Bachelor’s Degree in Civil Engineering Technology, Construction Engineering Technology or closely related field and three (3) years of the specialized work experience as described in (a) above, or (c) a Master’s Degree in Civil Engineering, Construction Engineering or closely related field, and one (1) year or the specialized experience as described in (a) above, or (d) a satisfactory equivalent combination of the foregoing training and experience.
NOTE: Education beyond the secondary level must be from an institution accredited or recognized by the Board of Regents of the New York State Education Department as a post-secondary, degree granting institution.
