POSITION:   1 – Budget Officer (PT)         SALARY:  up to $30 per hour based on experience
LOCATION:         Office of the Comptroller * Greenburgh Town Hall
                              177 Hillside Avenue Greenburgh, New York   10607
WORK WEEK:  up to 17.50 hrs.    SCHEDULE: Mon. - Fri.          
Desired Training and Experience:
      Working knowledge of the principals of modern public budgeting and finance; knowledge of the principles of public administration and administrative, management; familiarity with New York State local finance laws; ability to analyze significant trends in operations from detailed records and factual materials; ability to communicate effectively both orally and in writing; initiative, resourcefulness; good judgement; integrity; physical condition commensurate with the demands of the position.
Examples of Work:
  • Budget Analysis– Provide Town Board and Department Heads comparison analysis of actual vs. budgeted spending and revenues on a monthly and quarterly basis.  Review variances with appropriate Department Heads, and provide information to the Town Board.  Provide Town Board with trends in expenditures and assess future potential budget deficits, and reports on the overall fiscal condition of the Town.    
  • Review and Audit - Reviews and audits claim vouchers for appropriate documentation, and availability of funds.  Develop procedures in order to ensure effective processes and cost controls are in place in order to be in compliance with New York State Tax cap.  Ensure departments are complying with all fiscal policies instituted by the Town Board. Reviews expenditures, including documentation, confirms availability of funds, and submits claims for payment. 
  • Capital Expenditures – Review and analyze capital projects and their related expenditures.  Capital Budget approved by the Town Board and Supervisor.  Ensure projects are within approved budgeted dollars, communicate to Department Heads cost control measures.    
  • Participate in the formulation and implementation of town fiscal and operating strategy and policy.

Employment of competitive positions within the Town of Greenburgh are regulated by New York State Civil Service laws.  Those laws require an examination to be taken and placement on a Certrification of Eligibles list to be considered for employment within minicipal government.
