Our Mission:
To advise the Town Board and the Consolidated Water District No. 1 on water-related matters, including: (1) determining appropriate water rates; (2) addressing existing and future concerns affecting safe and sustainable water supply and distribution; and (3) educating ratepayers regarding necessary and vital infrastructure requirements and various water delivery issues.

RESOLUTION OF THE TOWN BOARD OF THE TOWN OF GREENBURGH ESTABLISHING A WATER DISTRICT ADVISORY COMMITTEE TO ASSIST THE TOWN BOARD IN (1) DETERMINING APPROPRIATE GREENBURGH CONSOLIDATED WATER DISTRICT #1 WATER RATES, (2) ADDRESSING EXISTING AND FUTURE CONCERNS AFFECTING THE TOWN’S WATER SUPPLY, (3) EDUCATING RATEPAYERS OF NECESSARY AND VITAL INFRASTRUCTURE REQUIREMENTS, AND (4) HELPING TO PROVIDE FOR A SAFE AND SUSTAINABLE WATER SUPPLY AND DELIVERY INFRASTRUCTURE FOR THE FUTURE

 
WHEREAS, the Town Board recognizes the continued financial pressure placed upon both residential and non-residential water ratepayers resulting from annual increases in water usage rates for users of water in the Town’s Greenburgh Consolidated Water District No. 1 (“Water District”); and
WHEREAS, existing Water District infrastructure, which includes approximately 130 miles of water mains, several pump stations, and 6 water tanks, is need of both immediate and longer term repairs in order to sustain the continued delivery of drinking water to the nearly 40,000 Town residents that rely on the Water District for its water; and
WHEREAS, the Town Board has also been made aware that, in the Fall of 2012, New York City is scheduled to put into service a new water supply disinfection facility, the Catskill/Delaware UV Plant, which facility will be upstream of the Water District’s water sources and may result in increased costs related to higher chlorination dosages used by the Water District since New York City will not be adding chlorine to the raw water before it comes to the District’s aqueduct taps; and
WHEREAS, the Town Board recognizes the need for a short and a long-term Capital Plan for the Water District’s assets and infrastructure and believes an advisory committee composed of knowledgeable citizens would be helpful in assisting the Town Board in determining appropriate water rates, addressing existing and future concerns affecting the town’s water supply and educating ratepayers of the necessary and vital infrastructure requirements;
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Greenburgh hereby establishes a Water District Advisory Committee, which will consist of up to nine members, such members being nominated, qualified and appointed by the Town Board, with preference given to ratepayers in the Water District, but in no case shall fewer than 50% of the membership be Water District ratepayers; and
BE IT FURTHER RESOLVED, membership shall include the Commissioner of Public Works and at least one member from each of the following categories: a licensed NYS Professional Engineer qualified in public water systems and infrastructure needs, a Certified Public Accountant, a licensed Public Health Professional, and a representative/employee of a commercial/industrial business in the Water District; and
BE IT FURTHER RESOLVED, each member shall be appointed for a fixed term, with one-half of the members being appointed for terms ending 12/31/2012 and one-half for terms ending 12/31/2013, in order to stagger terms; and
BE IT FURTHER RESOLVED, after the expiration of the initial terms all terms shall be for two years, with reappointments and/or new member appointments to be at the discretion of the Town Board; and
BE IT FURTHER RESOLVED, the Committee is charged with preparing reports to assist the Town Board in (1) determining appropriate water rates, (2) addressing existing and future concerns affecting the town’s water supply, (3) educating ratepayers of necessary and vital infrastructure requirements, and (4) helping to provide for a safe and sustainable water supply and delivery infrastructure for the future.
