PEPE AUTO GROUP SEEKS PERMISSION TO STORE VEHICLES ON SAW MILL RIVER ROAD ON ELMSFORD BORDER

A public hearing has been scheduled for Wednesday, March 11th at 7:30 PM to hear public comment on an application for the Pepe Auto Group to store vehicles at 2269 Saw Mill River Road. It’s interesting – many car dealerships don’t have the space to store their vehicles and are looking for locations.
The amended site plan application is for a proposal consisting of the redevelopment of an approximately 105,000 sq. ft. existing building to an approximately 56,600 sq. ft. vehicle preparation and storage center. The prep center will support only new car operations, have no public access/service, and have storage capacity of approximately 600 vehicles, with the site locked each night. It is projected that approximately 25-30 people will be employed at the facility and the anticipated hours of operation are from 7 AM to 6PM on weekdays, with limited hours on Saturday and/or Sunday. It is expected that approximately 15 cars will be transported to the various dealerships on a daily basis.
In terms of projected trips for the proposed use compared to an as of right office building: a 100,000 sq. ft. building could employ approximately 400 to 500 persons generating about 1,500 one way trips. The subject proposal with 30 employees would be closer to about 100 to 110 trips.
Related to the project and some questions that arose on February 11, 2015- at a public hearing, the applicant proposes to incorporate a sidewalk along the site’s frontage and will coordinate with Westchester County on upgrades to the existing bus stop. The applicant is exploring the feasibility of an extension of the sidewalk beyond the site’s frontage. The applicant proposes to coordinate that its truck delivery drivers (projected four daily) utilize a preferred route (exit 4, routing back onto I-287 to Rt. 9A exit) which will minimize impacts to the intersection of Rt. 9A and Rt. 119 in the Village of Elmsford. The applicant will submit a rendering of the proposed fencing, now proposed as a decorative galvanized steel fence.
I sent an e mail earlier today to the developer who would like to build 296 units of multifamily development at One Lawrence Street urging them to consider other options for the property –options that would not generate as much traffic. I offered to sit down with them to look for other locations that might be more suitable for multifamily housing. Since I posted the e mail about our Town Board meeting on the town website on Tuesday I have received many e mails and phone calls from residents and community leaders who are upset with the proposed development –and the impact it could have on getting around downtown Ardsley, which is already very difficult to drive around during many hours of the day and weekend. 296 units of housing will not improve traffic flow.

DEVELOPER MEETS WITH TOWN BOARD TO DISCUSS POSSIBLE 296 MULTIFAMILY DEVELOPMENT AT ARDSLEY BORDER -ONE LAWRENCE STREET---
A developer met with the Greenburgh Town Board this morning to discuss a proposal to build 296 units of a high quality multifamily development at One Lawrence Street in the unincorporated section of Ardsley (Azko Nobel property). This property is located near the Saw Mill River Parkway – on the other side of the soon to be built Rivertowns Square development approved by the Village of Dobbs Ferry. Both Councilwoman Diana Juettner and I expressed strong reservations about the application –we both have concerns about how Ardsley, Hastings, unincorporated Greenburgh will be able to handle the additional traffic if this project moves forward. I drive around the village of Ardsley daily. Downtown Ardsley, Ashford Ave and surrounding major streets are difficult to navigate. We worry - adding 296 units of more housing won’t make things better.
The proposal (Jefferson at Saw Mill River) – if approved- would result in four and five story buildings on the 11 acre property (5 acres which would be developed). The site plan features two means of vehicular access to the site, both located on Lawrence Street. The apartments would be rentals – 10% would be affordable. Because of the proximity to the Saw Mill River Parkway – many of the tenants would have easy access to and from the parkway.
As a precursor to all construction on the property (if approvals are granted), the developer plans to spend several million dollars cleaning up environmental contamination left on the site as a result of its historical use as a chemical plant. The cleanup would consist of removal of contaminated materials and other methods that will clean the site to the highest residential standards. JPI has already entered the property into the NYS Brownfields Cleanup program after having completed extensive sampling. The developer indicated that they would share the use of a shuttle service to nearby train stations from Rivertowns Square in Dobbs Ferry. They also indicated that they thought that having a multifamily housing complex near Rivertowns Square and near some of the bio tech companies and other buildings nearby would be beneficial to the community—and could help improve the vibrant research and development node in the town and generate significant jobs during and after construction.

) and can be watched in its entirety. Sometimes it takes a day for the archived discussions to appear on our website. Members of the Town Board and I heard this proposal for the first time this morning. Although my initial reaction to the proposal is very negative, the applicant plans to discuss the concept with the Ardsley School Board. They believe that there will not be significant impacts to the schools because many of the units will be studio or one bedroom units. The developer will also meet with Ardsley village officials before deciding whether to pursue the application.

I should emphasize that the meeting on February 24th was preliminary. The review process has not yet begun and we have not yet received a formal application. It’s my policy to immediately notify residents of proposals that come before the Town Board.
