FOURTH COMPREHENSIVE PLAN STEERING COMMITTEE OUTREACH MEETING-- Monday, June 02, 7:30 PM, at Town Hall.
As a reminder, the Comprehensive Plan Steering Committee (CPSC) will hold its fourth outreach meeting Monday, June 02, 7:30 PM, at Town Hall, 177 Hillside Avenue, to hear your comments on the draft Comprehensive Plan for the unincorporated area of the Town of Greenburgh. (The villages have their own plans.) We have varied the meeting days to foster broader participation. Your input, after reading the plan, is important. There is considerable misinformation being spread regarding the Draft Plan, which we have addressed repeatedly, but it continues to be spread. We intend to continue to address in writing those comments and others in our written answers to questions submitted to us and, most importantly, we will address them in the revision to the Draft Plan that will be prepared after the last outreach meeting on June 12 and prior to the Public Hearing (date to be determined) on the Revised Draft. The process we put in place of soliciting public comment so we may respond to it and act upon it as needed is working, and will produce a better Plan. Please join us at our meetings.

We have responded in writing to many of the questions/comments we received at the first two Outreach Meetings and by email sent to PlanZone@GreenburghNY.com. Responses to additional questions/comments, including those received at the third outreach meeting, will be provided by the CPSC in the coming weeks. We work as a committee, in a deliberative manner, as we have for more than six years, and continue to meet weekly to address the comments we have received. JUNE 12 PUBLIC HEARING POSTPONED; MEETING STILL BEING HELD
After the June 2 fourth outreach meeting, there is a fifth meeting scheduled to be held on June 12. Please note that the June 12 meeting will be held to receive comments on the Plan but it will not be considered the Public Hearing required of us by New York State. As you may know, NYS requires we hold a Public Hearing on the Draft. The CPSC decided long ago that simply holding a Public Hearing on the Draft Plan would not produce the best Plan. We wanted to hear from you first. Therefore, we decided to hold four "outreach meetings" so that we could hear from the public and revise the Draft Plan as needed prior to the required Public Hearing. We are going to continue with this open and transparent process. However, we recognize that June 12 is not a realistic date for the required Public Hearing based on the comments heard and the clarifications and changes we need to make to the document. Therefore, June 12 will be another opportunity, another "outreach meeting," for the public to provide input to the CPSC on the Plan before it is redrafted for consideration at a later Public Hearing. We will provide at least 30 days from the time the revision is published to the time the required Public Hearing is held to give everyone an opportunity to read the Revised Plan and provide comment.

All residents of unincorporated Greenburgh should have received a postcard four weeks ago about the Comprehensive Plan meetings that we are holding. As mentioned in prior announcements, the meeting dates for June were incorrectly listed on the postcard. The card should have contained the following:

The Plan is a 20 year vision of future growth in the unincorporated area and addresses issues related to land use, cohesive neighborhoods, open space, recreation, transportation, healthy and sustainable buildings, affordable housing, historic preservation, Town infrastructure, economic development and corridor opportunities related to the new Tappan Zee Bridge. It is designed to maintain and enhance our residents' quality of life, promote community character and support a strong and diverse tax base.
We look forward to public input on the draft Plan, which is available on the Plan’s website (www.GreenburghComprehensivePlan.com) and also as a downloadable PDF on the homepage of the Town of Greenburgh (www.GreenburghNY.com). Each map of the Plan is also downloadable as a separate high resolution PDF with zoom-in capabilities. Hard copies are available at the Greenburgh Public Library and in Town Hall in the offices of the Town Clerk and in the Department of Community Development and Conservation.
