Suggestion to build pedestrian bridge over 119 when S county trail link is built
Release Date: July 24, 2016

Oops---we found some errors in the phase in reassessment application that I posted on Friday night. The errors will be corrected early next week and a new application will be posted on line. Appreciate our proof reading residents!  Residents whose tax assessments increase by more than 25% are eligible to file for a 2 year phase in.

A GREAT SUGGESTION FROM A CYCLIST WHO USES SOUTH COUNTY TRAIL

WHEN SOUTH COUNTY TRAIL MISSING LINK IS BUILT THERE SHOULD BE A PEDESTRIAN BRIDGE OVER 119

I received many calls, e mails from delighted residents who love bicycling or walking on the South County trail. They are thrilled that the missing link will be built  next year. Received a terrific suggestion from a resident who suggests a pedestrian bridge over 119. There have been bicycle related fatalities on Route 119 .   Merrill Cassell, a Hartsdale resident, community leader and activist lost his life on another section of 119 after being hit by a bus (see blog). http://cycling.lohudblogs.com/?p=3689

You sent out an e-mail that the South County Bike Trail will soon be connected with the North County Bike Trail. The South County Bike Trail now ends at route 119 in Elmsford and the North County Bike Trail does not start until it is behind Sam's Club in Elmsford. Soon the bike trail way will be connected so it will go from Van Courtland Park in the Bronx to Brewster, NY. Crossing over route 119 in Elmsford will be dangerous since it is a congested road with two lanes of traffic in each direction. It would be much safer for a bike and pedestrian bridge over route 119 to connect the South County and North County bike trail ways. It would be a lot safer. I hope you can get funding for a bridge over route 119.

Subject: UPDATE MISSING LINK SOUTH COUNTY TRAIL --

Over the years I have received numerous e mails/calls from cyclists and pedestrians who love walking/bicycling on the South County trail. There is a missing link in Elmsford. This is finally being addressed. I received the following update from the county with an update.

"The planning department has completed design for the missing link on the South County Trailway between Route 119 and Warehouse Lane. Funding for construction was approved by the Board of Legislators in early June. A contractor should be selected soon and construction could begin late this year or by spring 2017."

According to NYC BIke Maps "the South County trail & North County trails are part of an ambitious rails to trails project that connect Van Cortlandt Park in the Bronx to Putnam County trailways via a scenic car free bike path.  The South County trail is 14.1 miles. The North County trail is 22.1 miles. The North County trail connects to the 7.5 mile Putnam County trailway in Baldwin Place in Somers.  The three trails provide a 43.7 mile route."

When I was a member of the Westchester County Board of Legislators in the 1980s and early 1990s I lobbied aggressively for the county to purchase the Old Putnam Railway and to turn the abandoned rail into a bike path. At almost every meeting of the Board of Legislators for over a year I presented Legislators with petition signatures calling on the county to purchase the property as open space. One of the last votes I cast was for the acquisition of the property.
