Reporter who uncovred sex trafficking in Burlington will speak at forum on Thursday
Release Date: March 28, 2015

YOU ARE INVITED TO ATTEND A FORUM THIS THURSDAY EVENING AT 7 PM TO HEAR REPORTER KEN PICARD DISCUSS AN INVESTIGATION HE CONDUCTED IN VERMONT DEALING WITH HUMAN SEX TRAFFICKING- FIND OUT WHAT OTHER COMMUNITIES ARE DOING TO DEAL WITH A PROBLEM THAT GREENBURGH ALSO IS FACING...

In recent years the Greenburgh police have shut down some of the massage parlors located on Central Ave due to illegal operations (see stories below).  The police have devoted significant time and resources -to this problem and have been working with other law enforcement agencies.  We have found that after a business is shut down by the police, they re-open under different names in a different store within the town.

The Greenburgh Town Board and Planning Board are currently reviewing proposed legislation drafted by Edgemont Community Council President Robert Bernstein & introduced by me that would provide the police with a greater ability to prevent these facilities from being engaged in illegal activity.  Other communities (like Clarkstown)  in NYS have enacted similar laws. These laws have been successful in reducing illegal activity in communities that have approved the legislation and have  not been challenged in court. The Planning Board has asked the Town Board to request the  NYS Attorney General's office for an opinion on whether the town has the ability under NYS law to enact the proposed legislation.  The counsel to the NYS Association of Towns believes that local governments may not have the ability under NYS law to regulate massage parlors.  The Town Board will discuss this on April 7th at 9:30 AM.

Some members of the Human Rights Commission and Greenburgh Town Clerk Judith Beville are sponsoring an interesting forum this Thursday, April 2nd at 7 PM at Greenburgh Town Hall on sex trafficking. Greenburgh Town Hall is located at 177 Hillside Ave, White Plains.

Speaker at the event on April 2nd: Ken Picard
Ken is an award-winning journalist with Seven Days, an independent newsweekly based in Burlington, Vermont, where he’s written news, features and investigative stories since October 2002.

Approximately two years ago, Ken conducted investigative reporting on massage parlors/establishments in Vermont and uncovered evidence of human sex trafficking in five different businesses in the greater Burlington area.  He will share this journey to discovering what he learned, firsthand, when he went into these massage parlors, undercover, as well as share with us what some municipalities are doing to address the issues.

Other confirmed guest speakers:

Chris McNerney, Chief of Police, Town of Greenburgh
Lauren Pesso, Director of the Human Trafficking Program at My Sisters’ Place (MSP) in Westchester County

I have invited Ken Picard to appear on my WVOX radio program this Friday from 10-11 AM (www.wvox.com or 1460 AM) to also share his experiences.  Residents can phone in at 636-0110 with questions during the 2nd half of the hour.
