Draft Revised Agenda Town of Greenburgh Board of Ethics January 20, 2010 (Wednesday) - 7:00pm Town Hall Meeting will end at approximately 10:15 pm Public comments will be taken for up to 30 minutes, starting approx. at 9:30 pm 1. Adoption of Agenda 2. Adoption of November 24 Minutes 3. Correspondence; Other - Inquiry re need to file verified complaint 4. Statutory Refinement Project Update -- Mr McLaughlin 5. Verified Complaint re employment at TDY Community Center -- Mr McLaughlin 6. Administrative Counsel [to commence at approximately 7:40] - Interview Sastow 7. Verified Complaint re political contributions to Town official by appointee to Library Board -- Mr McLaughlin [to commence at approximately 8:00pm] 8. Volunteer Counsel [to commence at approximately 8:45pm] - Interviews (Apicella, Malara, Palumbo) - Executive Session following interviews 9. Public Comments [to commence at approximately 9:30pm] 10. Voting on any Matter Postponed by BOE until after Public Comments 11. Scheduling Next Meeting Notes: - Agenda items may not necessarily be taken in the above order. - Any of the above may in whole or in part be addressed in Executive Session, to the extent permitted by NYS Open Meeting Law Section 105 if voted by a majority of total membership. Requests for executive session should normally be made 72 hours before the meeting. - Board of Ethics Rule 4(j): "It is the intent of the BOE, subject to reasonable rules as it may impose, to allow the public to speak. A public comment period may be scheduled on the agenda." In an attempt to balance the benefits of pubic comments and the efficient administration of the work of the Board of Ethics, the Board will generally use the following procedure: (i) first discuss the agenda items and make tentative decisions, (ii) hear public comments during the specified time period, and (iii) after public comment, make its final decisions. From time to time, however, a member of the Board of Ethics may wish to ask a question or seek a comment from the public during the initial discussion of an agenda item. Board of Ethics Rule 4(j) also provides: "Public comment is subject to the necessary rule of avoiding excessive repetition, obstructionism or personal attacks."
