Continued review of:
.       TB 09-01 – Hackley School - The Town of Greenburgh Department of Community Development and Conservation has received a Site Plan, Planning Board steep slope and wetland/watercourse permit application for a proposal to construct four (4) new athletic fields (one (1) softball field, one (1) baseball field and two (2) multi-purpose fields), together with associated walking trails, support buildings (a 4,320 sq. ft. changing room/comfort station/storage facility), parking (eighty-six (86) grass-crete spaces and eighty-three (83) paved spaces) and related infrastructure on a 17.52 acre portion of the 285 acre property. The applicant is proposing soft-surface trails and elevated walkways into areas of wetlands and wetland buffers. Total disturbance to these areas is approximately 2,800 sq. ft. The subject property is located on the north side of Benedict Avenue approximately 0 feet from intersection of Midland Avenue. The property is located in the R-40 One Family Residence District within the Conservation District [CD] Overlay, and is designated on the tax map of the Town of Greenburgh as Volume 7, Section 19, Sheet 2, Lots P-49, P-20D, P-43A and P-20.
 
PB 05-04 Casolaro
The applicant proposes to subdivide the existing 90,163 sq. ft. parcel into two (2) oversized lots (41,571 sq. ft. and 48,592 sq. ft.) in order to build two (2) single-family homes. A majority of the property is located in the R-20 One Family Residence District with a small portion of the property located in the R-10 One Family Residence District.  Access to the proposed lots would be provided through a shared driveway. A variance from the Zoning Board of Appeals has been acquired by the applicant. An access easement will be provided for the common portion of the driveway for the individual lots. A watercourse with bordering wetlands exists on the site, which runs parallel to the easterly property line. Therefore, a Wetland/Watercourse Permit Approval is required. Stormwater runoff from the rooftops of the proposed residences will be controlled through the use of dry wells. Public utilities will also be utilized for both residences. Sanitary sewer and water is available within Worthington Road and accommodations for both have been provided on the plan. A Steep Slope Permit is also required from the Planning Board for slope disturbance on the site.
PB 04-02 Carriage Hills  
This application was previously submitted as a proposal to subdivide the existing 641,505 sq. ft. (14.73 acres) parcel into eighteen (18) lots in order to build eighteen (18) single-family homes. The current proposal calls for a reduction in the amount of total lots to fourteen (14). The subdivision requires access from Westchester View Lane and the Lander's Manor access road to gain access to Dobbs Ferry Road. A new road providing access and required street frontage will be built to Town standards. Currently the site is largely wooded with upland tree species. It naturally grades to the north towards Dobbs Ferry Road. Slopes in excess of 15% exist on the site, and deductions have been made with respect to Section 285-39.D of the Town Code. The subdivision proposes approximately 59,685 sq. ft. of disturbance to existing wetlands, a watercourse, and their associated buffer areas. The reduction in lots from eighteen (18) to fourteen (14)  has allowed the applicant to reduce impacts to Town regulated wetlands/watercourses and their buffers. The applicant is proposing to mitigate disturbance to an existing watercourse onsite through the removal of a fallen tree and implementation of a stream channel restoration plan on lots three (3) and four (4). Invasive species are proposed to be removed in several areas of wetland and watercourse buffers throughout the site
